On the switch panel for the windows (between the seats) there's a two position switch marked "on" and "off"
what does this control? For a moment I thought it might disable the window switches for the rear windows but it doesn't...unless it's not working.

You're right, it's kinda child-lock for the rear windows, so the can't be controlled by the rear door buttons. But you're always able to move the windows by the panel buttons. :o)
