...it was originally a Studebaker V-8 and if you look closely, it still has a Studebaker V-8 in it!

What's the little doomaflatchy in the fuel line(?) for? Is that some kind of gas mileage enhancing gizmo as sold out of the back of PM etc.? or factory equipment? (and if so what is it?)
