My 2nd hand 95 Legacy doesn't have a cigarette lighter, that I want for cell phone/air pump/CDwalkman. So I got one at the local Canadia Tire for 4$.
Before I start pulling the console apart (Haynes manual shows how) will I find the necessary wires in there? Or should I expect to have to splice the radio/cassette power?

Don't know if you'll find the wires there or not, but even if they were, I wouldn't use them. Subaru cigarrette lighters (at least the ones in the 3 subies i've owned) are only powered when the key is on. Nice "battery saver" idea, but in real life, a PITA. Cell phones and such don't draw enough power to drain the battery in any reasonable amount of time.
When I decided to add a second lighter to my Impreza, I ran a single wire directly from battery + to the lighter socket, and then a wire from the socket to a nearby ground. Make sure you use wire heavy enough to handle the load, and put a fuse inline on the positive line. Also make sure to come into the "cabin" of the vehicle through a grommet or similar, and make sure to route the wire away from anything that can chafe the insulation away, and cause a short-circuit.
Good instructions....One additional thought: Put the inline fuse right at the battery terminal instead of at the lighter outlet. That way your custom wiring will be protected if some chafing occurs
