my old camry use to do that when the battery started dying... i could hear the starter but it wouldnt start.. then changed the battery out and it worked...

If you can hear the starter spinning and the engine is not turning over, the bendix drive on the starter motor shaft is inoperative. You can either replace the entire starter or if you can find a bendix drive, just replace that part. Good luck.
