Hi i just bought the car. Its an 89 Celica convertible. Both headlights come up when ignition is turned on. The drivers side won't retract when ignition is turned off. Looking for ideas.

Check the connection and the wiring.
I never had this happen ,only NO function at all/
Also, if you look at the way the mechanism works, it may be 'binding' on the way down. Try adjusting and greasing it. You'll know what I mean when you see it.
Here is some new info. There is a knob by each headlight that manually moves the headlight up and down.. On the side that won't retract the manual knob will just bring light down alitlte bit. On the other side the knob fully brings the light up and down.
See my other post. Check the linkage to the motor for binding.
Hi Thanks I saw your response. The linkage on both sides looks exactly the same. I don't see anything binding yet. The car was sitting for a year before I bought it. I sprayed in some WD40 to see if that would help. .
You might have to relace the motor. This can be a PITA! You could try swapping them to see if this is the problem. If the good motor acts the same, then it is something else.
Or, go to a Wrecker's and just buy one. they usually sell them for ~$25
