GWB is the presidential equivalent of Morgan Shepherd in Busch Races- He started but didn't finish (any races entered {2007}) So if you come in 43rd out of 43, guess you're sucking hind tit as the expression goes.

George's first and greatest failure, IMO, was right at the start of the first term:
