2011 LE valet key/remote questions

I have a few questions about a 2011 LE Camry.

If you only have the valet key, is it possible for a locksmith to make a master key from it? Or does a dealer have to do it? Does the dealer need the key number, or can they look it up from the VIN?

Is it possible to program a Camry to accept a remote from a 2010 Highlander (a separate fob, not part of a key)? And can you do it with the Camry's valet key, or do you need the master key? Is
