Try the glove box. There may be a panel or piece of plastic that pulls out to expose the filter. That's how Toyota normally designs it.
If you are referring to the cabin air filter, it is behind the glove box. Just open the screw on the right bracket of the glove box and remove the black hook, and then let the glove box lower down and there is a black color tray. Remove it and the filter is there.
