Double sided tape... It's used for mounting defectors on cars, so you know it'll hold. You can find it at any auto or hardware store.
Yup, the CIA used it extensively during the Cold War, smuggling defectors out of the Communist Bloc stuck to the sides of diplomatic limos.
Seriously, though, there's three basic grades of double-sided tape -- 1) transparent tape with adhesive on both sides, suitable for assembling party invitations; 2) white foam tape, suitable for keeping things that just sit there in place; and 3) dark gray dense plastic adhesive tape, suitable for reattaching side mouldings to car bodies and small signs to television news sets.
You can use the white foam tape, but expect the tissue box to be on the floor in less than three months. The dense tape will bear the weight of the box much better, but may pull the paint from the bottom of the dash if it's been repainted and wasn't properly primered/cured.
