I checked out the link you provided along with the part number 6314 and found the following description:

Quad Beam headlight conversion kit - keeps low beams on when high beams are activated. Works with most pre-2000 GM's (old body style) and 2003 full size GM's.

The description sounds as if it is for GM products only. 1) Is this what I need for my 2000 Wrangler and 2) from the picture, it appears that the kit is for one light, meaning that I will need to buy 2 kits (one per light)?

I'm not sure why part #6314 is described that way. I used that part number (only need one kit) on my '02 TJ and it works fine.

1. Front fog lamps shall be mounted on the same level on opposite sides of the front of the vehicle at or below the level of the headlamps. Front fog lamps may be used with lower beam headlamps or switch controlled in conjunction with the headlamps and may be used, at the discretion of the driver, with either low or high beam headlamps. Front fog lamps shall not be used in substitution of headlamps, when headlamps are required.

So according to that document it is NOT illegal to have fogs on with high beams. He said to show him where it says it IS illegal to have the fogs on with high beams. It also says "Front fog lamps shall not be used in substitution of headlamps, WHEN HEADLAMPS ARE REQUIRED." That's pretty open to interpretation. So in other words he can use fogs without headlights if conditions are right, like in the morning when the sun is out but it's really foggy. Headlamps aren't required in fog, and they can even make things work. I don't see where quoting this document has done anything except prove both of mabar's points.

absolutely, and it's often the police that make that interpretation.

They may have changed the code since the last time I read it. All I did was google for the site based on what I remembered before. My point was legality depends on each states regulations.

But likewise you also can't go by just one paragraph. For example, the definition of nighttime includes situations were visiblity is

That's not true at all, you need both fog lamps and head lights at the same time to have enough light to see where you are going.

Running with fog lamps alone does not provide enough light to see where you are going. What fog lights do is light up the the fog from a different angle than the head lights, which cuts the reflected light from the head lights. You need headlamps and fog lights at the same time.
