They haven't taxed 4x4s differently and aren't targetting 4x4 users, so the whole petition is twaddle.

Not 4x4s though, don't believe the anti 4x4 hype! Most of those cars targetted aren't 4x4s.

More importatly, those government cars are armoured (at least to some extent) and I dare say have other interesting features, so I'm affraid it also looks a bit silly and will only harm (if that's possible) any effectiveness of such petitions.

A much better idea would be to petition RAF Mountain Rescue, RNLI. The Coast Guard, Britsh Waterways etc etc (basically, any organisation that tries to rattle tins under our noses or claims to be so proud of their country) as to why they feel the need to demonstate their pride by exporting our jobs.
