Except when the rules are 'bent' to exclude them as being too much of a threat. By, for example, requiring a "manufacturer's design function to traverse arduous cross-country terrain".

IIRC, the original design brief for the 2CV was to be able to carry a farmer across a ploughed field without breaking any of the eggs in the back seat, and with the farmer still wearing a top hat. Sounds arduous enough to me...
