That's a bummer! I posed a similar question about my 406 a couple of weeks ago - whether I had a dud car.
I have been seriously considering purchasing a brand new Passat Diesel.

Replacing both very probably costs twice as much as doing one. Depending on how much labour is involved, could be quite expensive. If ,by service item you mean, "replaced at service interval" like oil filters, then no they're not. They should be checked at service, if the garage bothers.... I would guess VW do not even specify a lifetime for these items - anyone know for sure ?
