Whine from front wheel passenger side 88 Polo

Mornin all! My 88 Polo Coupe 1.3 has acquired a noisy whine from the front passenger side wheel. It is most noticeable on a straight stretch of road at 50mph, I can feel it through the brake pedal too, if there is a right hand curve in the road and I have to turn the steering wheel slightly to the right the noise backs off considerably. A mate says CV joint, would you guys concur? What would part and labour be at reasonable local independent guy?

probably it needs a wheel bearing, a small garage would charge about 60 - 70 quid all in, I would expect.
