Can anyone identify this 1996 under-dash connector

Can anyone tell me what this is for? I spotted it dangling down from the dash today. I've looked through the '96 Workshop Manual and scanned

but maybe I just don't know what to search for.

This connector _was_ fastened onto the bottom lip of the inside of the dash (above the gas pedal), with two molded-plastic risers and screws. The risers have snapped off the dash and now the connector is dangling. The black, keyed, rectangular connector (with the top keyed side having rounded corners) has 16 female receptacles in two rows, but only 4 are active connections. The connector has a blue piece of plastic outlining the back. The connector looks like this:

Key 1 x x x x x x x 1 = White with Green stripe, 2 = White with Black stripe x 2 x 3 4 x x x 3 = Black with Green stripe, 4 = Black (maybe with white/grey stripe...maybe not)

Colors might not be quite accurate (I'm somewhat color blind)

The wires are inside a plastic sheathe, which goes off towards the center console (my head's too big to see where ). I don't see a suitable male plug under the dash and radio, heater, defroster, lights, wipers all work. Car starts and runs ok too.

Note: Three weeks ago the car went through WA State emission tests, where two cables were fed into the cab area (customer has to stand off in a small waiting area, so I couldn't see where exactly they put the cables. I'm wondering if the connector is for an on-board computer connection. But I didn't see the connector until I left it in a parking lot unattended, so it could have been a theft attempt that caused it.
