Not offended by it, just struggling to make out what's funny.

It seems that chav piss taking is ironically becoming a chav-like activity in itself. It was funny for a while, but now it's just droll.

That is the going rate if you want to "pay" for software ATM. If you are in education you can usually get good educational discounts (if you aren't do you have any kids or relatives who are?).

Radio1 even ran a 'Chav Day' thing for a while. In typical BBC fashion it was a 'celebration' of chav culture.

How is that optional ?

You must have missed the blokes in flourescent jackets who drive around in cars with a blue light on the top - it's their job to enforce payment for the tangible goods that you refer to. If you don't believe me, then try it ! You'll soon find out that payment for petrol and car stereos is most certainly NOT optional !
