What could this indicate when the car cranks over but won't start, and the dipstick has black oil even though it was changed very recently?

I doubt they have much to do with each other. If the oil gets black quickly, it could be due to overly rich fuel or a worn-out engine letting blowby into the oil, but it could just mean that the new oil is cleaning out some deposits that were in there previously.
