I have a 97 Toyota Avalon with a power steering leak on the passenger side. It looks like it is coming from a rubber boot. Any ideas how to fix it?

Arrrghhh! And adding something like Lucas isn't going to be asking for a new rack?
Check the hoses and make sure they are not leaking. If it is coming from a seal in the Rack, you can get a new one at Carquest for $199-269 and then find someone who can install it inexpensively. It's about a 2 hour job at most and actually pretty easy. Of course, you'll need an alignment after.
Similar products are used for airplane landing gear strut seals (they work by expanding them): I've used Granville's strut seal in my Piper Seneca.
Definitely cheaper than replacing the rack. I don't like those 'quick fixes', however. Short-term they work, but in the long run they cause more trouble. If the OP has the $$$ to do the thing right, that would be my solution.
