1962 Willys heater control

Does anyone know how the heat control plunger is supposed to work in a '62 Willys wagon?

The cable moves through a bracket on the engine side of the firewall but isn't attached to anything. The other two controls are (1) heat/defrost and (2) fan speed/fresh air flapper valve and work correctly.

My completely uninformed guess is that it controlled a valve in the hot water supply line, a la the 1960s GM (?) system. In later CJs it would have opened or closed an air damper.

On my `51 Willys the heat control is a petcock on the top of the engine that you spin in or out by hand.

Back-in-the-day there was a cable actuated valve in the heater supply hose to regulate the flow of hot water to the heater in most cars
