You must be dense. Judging from the title of that bill, it will allow that and a bunch if other very very positive things.

OH WAIT - I forgot: A bill's TITLE often has very little to do with what the bill actually does or does not do.

So what does the bill actually do? IOW - does the title have any real meaning? Or is it just eye wash as dbu said?
