So, in Rule 93 - "use headlights at night, except on restricted roads..." Rule 95 - "use dipped headlights, or dim-dip if fitted, at night in built-up areas..."

In latter Rule you should be using headlights, in the Former Rule you don't need to is there are lights not more than 185 metres apart. Contradiction or not ?!..

No. The first says what you must do, the second advises what you should do.

So there is a contradiction, the law say you can do one thing and a HC 'rule' suggests you should do another !

No contradiction. Basically it's saying you must use headlights at night except in a streetlit built up area. That means you don't have to use them there, not that you must not. The other rule says that, even though you don't /have/ to, it would be a good idea to use them.

If that is not a contradiction what is ?!...

A statement that contradicts another one as opposed to complementing it.
